Jennie read a notice stating that any articles for the Special Town Meeting Warrant must be submitted by August 26, 2007 and noted that there are no proposals.
BYLAW:
Jennie requested that the definitions be alphabetized. Ginny noted that “relative” and “immediate family” have to be made complementary in some fashion.
Ginny also pointed out the confusing language in 1.4.1 and Riggs drafted a proposed revision to clarify the wording.
Discussion moved on to section 1.5
Stephen noted that perhaps terms such as “department” or “department head” need a specific definition. Riggs reported that he has been trying to come up with a concept of Town Hall that would include all the major and minor departments in an umbrella department.
Tim urged the committee to keep the bylaw general and make the policy guide more specific and detailed.
Discussion ensued about what sort of records should be kept for employees and staff, where and by whom. It was agreed that the direction about what payroll and employment records should be maintained will be general in the bylaw but a specific list of what is required will be included in the operational policy manual.
Riggs reported that the job description for the Shellfish Constable has been approved by the BOS and the BOS will supervise this position…in essence the BOS is the department head.
The committee agreed that it is confusing and counterproductive to send around revisions by e-mail between meetings; it also may contravene the open meeting law. Henceforth all revisions and suggestions drafted by a member will be circulated at the next meeting for general discussion and vote.
